对榆树市备春耕生产及农业供给侧问题研究

摘　　要：中央一号文件确定"推进农业供给侧结构性改革,确保粮食安全;加快培育农业、农村发展新动能,开创农业现代化建设新局面"的宏伟目标。作为产粮大县的榆树长期以来把农业现代化发展关注的目标放在增粮上,注重备春耕生产资料、资金等方面的投入。备春耕生产工作关系到农村粮食产量、产值、财政收入等诸多方面,同时也涉及到农业现代化的发展步伐。根据上级行的部署,笔者对榆树市备春耕生产的基本情况进行了深入的调查,共选取了50户农户,8家涉农金融机构,基于调查,笔者发现一些问题,并针对这些问题提出相关政策建议。The central document ＂to boost agricultural supply side structural reforms, to ensure food safety; to accelerate the development of agricultural and rural development in the new energy, the grand goal of creating a new situation in the construction of agricultural modernization＂. As a major grain producing counties had long Yushu agricultural modernization development focus on increasing grain, focus on the preparation of spring production, and other aspects of the investment funds. Because the preparation of spring production is related to many factors, such as the grain yield, output value, fiscal revenue and so on, but also related to the pace of development of agricultural modernization. According to the basic situation for deployment, we prepared spring production of Yushu city conducted in-depth investigation, a total of 50 households, 8 agriculture related financial institutions according to the investigation, we put forward relevant policy suggestions.
