财政政策选择与汇率制度安排的内在关联性探源

摘　　要：汇率制度安排及与财政政策选择应在国际经济环境与国内经济形势的变化中有长期准备与长远打算。我国经济转型期,人民币固定汇率选择与财政政策选择是紧密联系在一起的。在剖析固定性质的汇率制度和管理浮动性质的汇率制度可能产生的负面效应的基础上,认为撬动社会资本投资、实施积极财税政策、树立科学的消费观和转换出口结构及外向型发展战略是积极财政政策选择的核心所在。The arrangement of exchange rate system and the choice of fiscal policy should have long term preparation and long term plan in the change of international economic environment and domestic economic situation. Choice of RMB fixed exchange rate and fiscal policy choices are closely linked together during China＇s economic transformation. On the basis of analyzing the possible negative effects of the fixed exchange rate system and the floating exchange rate system, This paper argues that leverage social capital investment, establish a scientific view of consumption and con- version of export structure and export oriented development strategy are the core of the active fiscal policy choice.
