摘  要:铁路建设项目具有施工面广、工程量巨大、建设周期长等特点,加之工程交通不便、实施主体多等客观因素,对施工期环境监理提出了极大挑战。基于高分辨率遥感特点与铁路施工期环境监理特点,构建环境监理信息"一张图",形成对铁路建设项目直观、宏观、客观的展示和把握。通过对比地面和高分遥感图像形成解译标志特征,并从环境监理关注目标遥感监管、声环境敏感点遥感监管、生态敏感区人类活动干扰遥感监管、其他关注目标等四方面开展高分遥感监管应用。结果表明,发挥遥感技术快速、客观、大范围的优势,可以极大地提高环境监理能力和效果,为有效保护沿线生态环境发挥积极作用。Railway construction project has many challenges, such as wide scope, huge quantities, long construction period, construction multi-body, and big environmental management difficulties. Based on the high resolution remote sensing data features and railway environment management demands during the construction period, this paper established environmental monitoring information " One Land Map", which gave the railway construction an intuitive, macro, and objective presentation. The interpretation characteristics of high resolution remote sensing data were formed by comparing remote sensing images and ground pictures, and then the remote sensing monitoring on interested objects, remote sensing monitoring on acoustic environment sensitive points, remote sensing monitoring on human activities interference in ecological sensitive areas, and remote sensing monitoring on other concerned objects were carried out. The results showed that due to the advantages of fast, objective, and wide-ranged observation, remote sensing technology can greatly improve the capacity and effectiveness of environmental supervision, and will play an active role in protecting the ecological environment along the railway.
