摘  要:水量计量不准、设备管控不力、水费收缴困难、水资源浪费严重等诸多问题的存在,长期制约着灌区的运行管理。如何实现灌区管理由粗放到精准化的过渡,将节约用水,有效提高水资源利用率落到实处,真正实现水量计量的高度精准、用水环境的公平公正、水费收缴的阳光合理、用户水量的精准计量、运行管理的科学高效,是灌区管理迫切需要解决的难题。借鉴城市生活用水计费管理经验,深入研究现有阀控技术并二次开发,采用最新的计算机、网络通信、自动化控制、信息处理、软件编程等技术深入研究,结合灌区运行管理的特点,研究开发出应用于灌区的水量精准化计量收费管理系统。通过该系统在隆德县渝河灌区的应用,确实有效解决渝河灌区存在的灌区管理难题,为渝河灌区创建良好的用水环境,使灌区管理水平整体显著提升。Many existing problems, such as inaccurate of water quantity measuring, lack of equipment control, difficulties of water fee collection, serious waste of water resources, restrict the operation and management of irrigation in the long time. How to achieve the irrigation area management from extensive to precise transition, will save water, effectively improve the utilization of water resources, achieve a high degree of accuracy of water measurement, fair and just of water environment, reasonable water fee collection, accurate measurement of the user water, and scientific and efficient operation and management, is an urgent problem be to solved in irrigation management. Using the latest computer, network communication, automatic control, information processing, software programming and other technical research, combined with the characteristics of the operation and management of irrigation area, the article researches and develops the urban water consumption management experience, based on existing valve control technology and secondary development. Through the application of the system in Yuhe irrigation area of Lund County, the problem of irrigation management in Yuhe irrigation area can be solved effectively, and it creates a good water environment for Yuhe irrigation area, significantly improves the management level of irrigation district.
