农户认知和农地产权安全性对农地流转的影响

摘　　要：笔者基于2014年对5省1240户农户的调查数据,从交易费用的角度研究农户对农地流转政策的认知和持有土地承包经营权证书对农地流转行为的影响。研究表明,有21%的农户认为流转农地需要经过村集体批准,而且这一认知显著抑制了农户转入农地的行为;相反,拥有土地承包经营权证书会显著提高农户转入和转出农地的可能性和农地流转规模。从政策含义的角度看,进一步加大关于农地流转政策的宣传力度、落实农村土地承包经营权确权登记,将有助于农地流转。We estimate the relationship among the perception of farmers,land tenure security and land transfer activities using data from1240 rural households in 5 provinces in China. Our data show that 21% of households perceive that land cannot be rented in / out without permission from the village. Our results show that this perception is negatively associated with both the likelihood and the amount of land that is being rented. On the contrary,land certificate has a positive association with both the likelihood and the amount of land that is being rented. Our results imply that efforts should be strengthened to increase public awareness of the land policy,and to implement the land registration so that land transfer activities can be facilitated.
