摘 要:城乡建设用地增减挂钩政策实施评价可以找出挂钩政策实施过程中的不足,分析导致政策实施产生偏差的原因并提出改进措施。本研究从节约用地、实施过程、投资效益3个方面构建10个评价指标,采用生态评价中全排列多边形综合图示指标法,经K-均值法聚类分析2006~2014年济宁市11个县(市、区)的城乡建设用地增减挂钩政策实施情况。研究结果表明:(1)全市整体水平较好(Ⅱ级);(2)各县(市、区)评价结果空间差异较大,其中邹城市实施评价综合指数最高(0.572),为优良(Ⅰ级),嘉祥县最低(0.194),为较差(Ⅲ级);(3)空间分布上,Ⅰ级区与Ⅱ级区主要集中分布在济宁市的中北部地区。The implementation assessment of policy adjustment on urban-rural construction land changes can discover defects in the implementation of policy adjustment, analyze causes leading to deviations of policy implementation and offer measures of improvement. This research has recommended 10 assessment indicators in terms of land conservancy, implementation course and investment efficiency, and assessed the implementation of the adjustment policy of urban-rural construction land in 11 counties (cities or districts) in Jining from 2006 to 2014 with the entire-array-polygon comprehensive graphic indicator method used in ecological assessment, K-mean method and cluster analysis. The research shows: (1) The entire situation of the city is good (Class II); (2) Spatial differences of counties (cities and districts) are large, with the comprehensive implementation assessment indicator in Zoueheng City being the highest (0.572, Class I), while that in Jiaxiang County being the lowest (0.194, Class III); (3) Class I and Class II zones are concentrated spatially in the middle and north of Jining.
