摘　　要：宪法实施是宪法学理论研究和现实实践中的重点问题。宪法实施的意义是多重的,树立和保障宪法权威,维护法律规范体系的一致性和完整性,实现良法之治和社会正义。宪法实施需要具备诸多基础条件。一部制定良好的宪法文本、全体社会成员拥有宪法共识、对宪法原则和规范的正确解读和实践,以及完善的宪法监督保障机制。当下以及未来若获得和保持良好地宪法实施效果,需要在两个方面进行努力,观念和行动力。在全社会范围内达成宪法共识,立足于宪法文本,激活宪法解释制度和宪法监督制度,使宪法成为"活的机关"。The Constitutional enforcement is an important problem in the theory and practice of constitutionalism. The significance of Constitutional enforcement is multiple, including establishing and safeguarding the authority of the Consti- tution, maintaining the consistence and integrity of the legal system, and achieving good governance and social justice. There are some basic conditions for the enforcement of Constitution, like a good constitution text, the consensus among all members of community, the correct interpretation and practice of constitutional principles and norms, as well as a judicial review system. At present and in the future, we need to make efforts in two aspects： ideas and practice. That means the con- sensus among all members and the activation of the constitutional interpretation and supervision system, so that the Con- stitution can be a ＂living organ＂.
