摘　　要：打破传统执政思维的定势束缚,在全党上下全面推进依法执政,提升执政资源的利用、开发和整合水平,对于深化党的执政规律的认识,加强党的执政能力建设,实现执政能力现代化,具有一定的现实意义。To break the traditional ruling thought fetter, to promote comprehensively administration according to law in the Party, to enhance the utilization, development and the level of integration of administrative resources, to strengthen the Party＇ s ruling ability construction and realize the modernization of the Party＇ s ruling ability will have certain practical significance.
