发明专利领域的中美欧日韩五局合作总体介绍——IP5合作系列介绍(一)

摘　　要：发明专利领域的五局合作(IP5)是中美欧日韩五大知识产权机构于2007年建立的合作机制,合作愿景为"消除各局之间不必要的重复性工作,提高专利审查效率和质量,确保专利权的稳定性"。五局局长每年定期召开会议制定合作战略并听取合作进展。五局合作的内容涵盖文献、自动化、培训、统计指标、质量管理、PCT议题和法律协调等多方面内容。合作已经直接惠及各国/地区的产业界,帮助五局提升用户服务水平、增强其专利系统对于创新者的易用性和法律确定性。本文将从合作起源、合作内容以及最新进展等几部分对五局合作的总体情况进行介绍。IP5 is a cooperation mechanism set up jointly by State Intellectual Property Office of the People＇s Republic of China （SIPO）, European Patent Office （EPO）, Japan Patent Office （JPO）, Korean Intellectual Property Office （KIPO）, and United States Patent and Trademark Office （USPTO） in 2007. The vision of IP5 cooperation is： ＂The elimination of unnecessary duplication of work among the offices, enhancement of patent examination efficiency and quality, and guarantee of the stability of patent right＂ . The heads of IP5 offices meet annually to decide on strategy and review progress. The cooperation projects are related with documentation, IT application, training, statistic data, quality management, PCT and legal harmonization, etc. The work of IP5 has direct benefit to industries in all corresponding regions. IP5 cooperation is helping the IP5 offices to improve their services and to make the patent system more user-friendly for innovators and legally certain. This paper will introduce the origin, content and latest status of IP5 cooperation.
