摘　　要：本文基于对主体协同内涵的把握,分析政府主导实施模式下的智慧档案馆主要建设主体,并依据其自身性质和特点,以及在建设过程中功能和作用上的优势互补,提出形成以政府为主导力、档案部门为执行力、社会组织为辅助力、社会公众为驱动力的"四力合一"建设实施主体体系,构建以文化价值协同为核心、制度协同为保障、管理协同为基础、技术协同为支撑的"四位一体"协同模式。This paper analyzes the main body in smart archives construction under the mode of government-leading implementation, puts forwards to form the system of main body of construction and implementation with domination by governments, execution by archival departments, assistance by social organizations and driving by the public, and also puts forwards to construct the coordination mode with the core of cultural value synergy, the assurance of system synergy, the basis of management synergy and technology synergy.
