公民权视角下对于我国新农村公共文化建设的思考

摘　　要：农村文化建设是社会主义新农村建设的重要组成部分之一。当前我国农村公共文化建设在保障农民群众基本文化权利方面存在着诸多问题。各级政府在完善需求表达机制、拓宽融资渠道、加强文化队伍建设、深化文化体制改革的基础上建立农村公共文化服务体系,是大力发展新农村公共文化建设,切实保障广大农民群众基本文化权利的必然选择。Rural culture construction is an important part of socialist new rural construction.At present,there are many problems in the protection of farmers＇ basic cultural rights in China＇s rural public culture construction.All levels of governments should make efforts to build up a rural public culture service system by improving the mechanism for farmers to express their needs,broadening financing channels,strengthening construction of cultural team and deepening the reform of cultural system,which is the inevitable choice for the development of new rural culture construction and an effective way to protect farmers＇ basic cultural rights.
