摘 要:区域性贫困是区域发展中无法回避的问题,也是区域公共治理必须要面对的问题。虽然近年来区域性贫困在国家扶贫政策的作用下有所缓解,但区域性整体贫困问题依然突出,其消极的社会影响也日渐凸显。区域性贫困问题的生成机理是多样而复杂的,衡量区域性贫困程度的措施也因此有所不同。解决这一问题,不仅要求区域性反贫困治理主体转变观念、创新政策,更需要一种超于狭隘地方利益的合作治理的制度安排,尤其需要构建起跨行政区域之间协同参与区域性反贫困治理的新机制,同时也需要放在区域公共治理的大框架下从多学科视角来进一步审视和研究。Regional poverty is an unavoidable problem in the regional development,and that regional public governance must face.Although the regional poverty has been relieved under the national poverty alleviation policy in recent years,regional holisticpoverty problem is still obvious,and its negative social effects are increasingly highlighted.Formation Mechanisms of regional poverty are various and complex and the measuring strategies of regional poverty should be differentiated.To solve the problems of regional poverty,it not only requires the governing subjectsfor regional poverty to transform ideas and to innovate policies,but alsoan institutional arrangement for cooperation governancebeyond short-term local interests,especially in the need of establishinga new governance mechanism for regionalpovertyyin which cross-administration regions participatecollaboratively.Regional poverty and its governance need to be examined and studied from the multidisciplinary perspectives under the framework of regional public governance.
