社会组织协同参与农村社区管理的实践与问题——以三亚市为例

摘　　要：加强农村社区管理,有助于实现城乡一体化建设,推动农村和谐发展。但政府能力的有限以及农村社区公共产品服务与服务需求的多元化,要求我们在加强农村社区治理,实现农村社区利益最大化的过程中,需要社会组织的协同参与。通过对三亚农村社区治理过程中社会组织的协同参与情况进行了调查分析,探讨了社会组织协同参与农村社区的治理的实践及问题。认为社会组织在农村社区治理过程中,扮演着农村社区治理参与者、公共产品与服务的提供者、资源的整合者、农民利益的整合与传递者等诸多角色,但也面临自身能力不足、参与环境与机制的缺失等限制,需要政府、社会组织等主体从制度、思想观念、组织建设等方面入手,帮助社会组织更好地协同参与农村社区的治理。Strengthen the management of rural community, help to achieve the integration of urban and rural areas, and promote the harmonious development of rural areas. But the government＇s limited ability and diversification of the rural public products and service needs, requires us to strengthen the rural community governance process , realize the maximization of the interests of the rural communities, social organizations involved. Through the investigation and analysis of the collaborative participation of social organizations in the process of rural community governance in Sanya, this paper discusses the practice and problems of social organizations＇ participation in the governance of rural communities. The article thinks that the social organizations in the process of rural community governance, play and transfer integration of rural community governance participants, public products and service providers, integration of resources and the interests of farmers have many roles, but also face their own ability, in the environment and the lack of restriction mechanism, government, social organization. The subject from the aspects of system, ideology, organization construction, collaborative governance participation in rural community with the help of social organizations to better.
