摘　　要：个人信息非法交易已经形成了涵盖了个人信息泄漏、交易、应用获利等各环节的专业化分工的黑色产业链。本文从规则细化、治理体系、主体责任、公众意识等方面对个人信息买卖黑色产业治理难点进行了分析,提出了完善刑事和行政责任,共建安全生态圈,加强安全责任,提高公众保护意识等治理建议。The illegal transaction of stolen personal information has formed a black market, which includes the personal information breach, information distribution and transaction, and information application to crime. This paper analyzed the difficulties of the black market governance from the perspectives of detailing the rules, improving the governance system, strengthening the entities responsibilities and public awareness and then made four recommendations for the governance of personal information black market.
