摘  要:在构建区域创新驱动评价指标体系的基础上,利用TOPSIS模型计算2000—2014年中国31个省级区域创新驱动能力状况,借助阻碍因子诊断模型分析影响区域创新驱动能力提升的阻碍因素,并运用最小方差法(LSE)对区域创新驱动进行系统阻力类型划分。结果表明:(1)产业结构调整与制造业转型升级缓慢、R&D经费投入强度较弱与自主创新内生动力不足成为制约区域创新驱动发展的普遍性因素。(2)不同阻碍因子对不同地区创新驱动影响作用也有所不同,未来应该针对不同区域的阻碍因子制定差别化的区域创新驱动政策。(3)在区域创新驱动提升阻力的4种模式中,以三系统中的知识创获系统、企业创新系统和创新绩效系统(K-C-E型)阻力模式最为普遍。On the basis of the index system built for assessing the innovation-driven regions, this study applied TOPSIS Model to calcu- late the regional innovation-driven ability of 31 provinces in China for the period of 2000 to 2014. With the help of Obstacle Factor Diag- nose Model, this study explored the obstacle factors that impacted the development of the region's innovation-driven ability, and fur- thermore employed the least-squared-error (LSE) criterion to categorize the system obstacle types of the innovation-driven regions. The results shows: ①The general factors that hinder the regional innovation-driven development include the slow adjustment of industrial structure and the manufacturing's slow transformation and upgrading, the relatively low investment in R&D expenditure and the insuffi- cient endogenous power of the independent innovation. ②The influence of the different obstacle factors on innovation - driven develop- ment vary among regions. Differentiated regional innovation-driven policies should be made in the future based on the different factors the regions are facing. ③The types of obstacles impede the improvement of the regional innovation-driven ability include single-system, double-system, triple-system, and quadruple-system. Among the four obstacle types, the "K-C-E Obstacle Model" in the triple-sys- tem type is the most common, which stands for the knowledge creating system, the industrial innovation system and the innovation ca- pacity system.
