摘　　要：国防领域知识产权管理的核心内涵是激励创新成果产出、有效配置资源、为技术转移工作提供支撑保障。美国高度重视国防领域知识产权和技术转移管理工作,建立了完善的组织运营体系和保障体系,是其保持军事技术竞争优势的重要支撑。本文梳理美国在战略层面、政策法规层面、管理体制层面、运行机制层面进行国防领域知识产权和技术转移管理的主要做法,总结了其给中国带来的启示,为中国加强国防领域知识产权和技术转移管理提供重要支撑。The core connotations of the national defense intellectual property management are to take encouragement of innovative a- chievements, allocate resources effectively and support technology transfer. Valuing defense intellectual property management and tech- nology transfer highly, America has built a well-run organization system and support system to maintain its competitive advantage in mil- itary technology. This paper sorts out American relevant practices including strategies, laws and policies, administrative systems, and operating mechanisms. Then it summarizes its advantages to improve the national defense intellectual property management and technology transfer of China.
