摘　　要：县级党组织是中国共产党承上启下的执政基础,但近些年来县委书记腐败现象高发频发,引起人们的高度关注和担忧。县委书记为何成为反腐败的重点对象?究其原因,除了"天高皇帝远"的地缘因素,主要是权力高度集中而又缺乏有效的监督制约。从源头治理县委书记腐败问题的根本路径是,从科学配权、适度分权、严格监权、阳光晒权四个维度监督制约县委书记权力,形成科学合理的权力结构和公开透明的权力运行机制,营造风清气正、健康向上的县级政治生态环境。At the county level party organizations are the Chinese Communist Party＇s ruling foundation, which forms connection be- tween the top and the bottom. In recent years, frequently fall down of the secretary of the county party committee arouse people＇s wide attention and concern. Why is the secretary so concerned？ In addition to the ＂heaven is high and the emperor is far away＂ geopolitical factors, high concentration of power and lack of effective supervision are the key points. The basic path of management of the county corruption from the sources are scientific distribution of power, moderate decentralization, strictly monitor power and expose power properly in public these four dimensions of county power supervision and control, to form a scientific and reasonable power structure and the power of the open and transparent operation mechanism, and to create a fresh atmosphere which is the healthy political ecological environment at the county level.
