摘　　要：伴随着全球化的不断深入,人权与主权的争论也不断升级,如何处理人权与主权的关系,不仅是学界关注的重要话题,也日渐受到各国政府的极大重视。Is following the globalization unceasingly thoroughly,the human rights and the sovereignty argument also unceasingly promotes,how to process the human rights and the sovereignty relations,is not only the educational world attention important topic,also receives various countries' government to take seriously enormously day after day.
