摘　　要：铁路建设惠及千家万户,然而建设中的征地拆迁工作是一个无法逾越和回避的现实性难题,其过程涉及到多者之间的关系,如果处理不当就会损害各方利益。本文主要从被征地(拆迁)农民、当地政府、铁办和施工单位等各方利益的博弈视角出发,对征地拆迁过程中的博弈现象进行评析,并结合现实进行反思,进而提出共赢、高层负责制和村民自建维权组织等建议和措施。Railroad construction benefit and everyone,however constructs the land-levying relocation work is the feasible difficult problem which is unable to overstep and to avoid,its process involves to many between relations,if will process improper will harm all quarters benefit.This article from is solicited mainly Land(relocation) the farmer,the Local government,the iron to manage with all quarters benefit and so on Construction gambling angles of view embarks,to solicits Land in the relocation process the gambling phenomenon to carry on the evaluation,and unifies the reality to carry on the resonsideration,then proposed that altogether wins,the high-level responsibility system and the villagers from constructs suggestions and the measure and so on Uygur power organization.
