摘  要:应急物资是应对自然灾害、突发公共卫生事件、公共安全事件及军事冲突等所必需的保障性物品,其需求具有不确定性、时效性及滞后性等特点。合理选择应急物资供应商是各部门应对新挑战、构建现代应急保障模式的重要环节。在分析应急物资供应商评价指标基础上,结合熵权法和复杂比例评价(COPRAS)方法建立了应急物资供应商评价模型。最后,通过算例分析了该方法的具体应用过程,并结合各供应商效用度的排序给出最佳应急物资供应商选择策略。Emergency materials are indispensable goods for us to cope with natural disasters,unexpected public health events,rare public safety events as well as military conflicts.The demand for emergency materials has the following characteristics such as uncertainty,timeliness and hysteretic nature.Reasonable selection of emergency material suppliers is a key step for various departments to deal with new challenges and to construct a modern emergency safeguard mode.Based on the analysis of the index for evaluating emergency material suppliers,this paper developed a model to evaluate and select the most desirable emergency material supplier by integrating the entropy weight method and the complex proportional assessment(COPRAS)method.Finally,a numerical example was presented to illustrate the application of the proposed method,and the optimal emergency material supplier selection strategy was given based on the utility degree assigned to each emergency material supplier.
