中外政府数据开放的运行机制比较

摘　　要：【目的/意义】探索大数据背景下,中外各国政府数据开放在运行方式及保障机制方面的异同,为我国Data.Dov平台的构建提出建设性意见。【方法/过程】以各国Data.Gov资料为基础,运用文献分析法、统计分析法、比较分析法,对我国及美国、英国、澳大利亚、欧盟四个国家和地区政府数据开放在基本原则、质量控制、整合利用、开放协作及评估机制、监督与问责机制等运行机制中的共性与差异进行分析。【结果/结论】提出我国需在数据分析工具开发、职能角色定位、数据集整合开发与政策法律框架构建等方面努力,加快我国Data.Gov平台建设。[Purpose/significance] In order to put forward the constructive comments for the China Data.Dov. [Method/process] Based on the data of national Data.Gov websites,this paper analyzes the and difference in the various aspects of the operation mechanism between China and the United States, Britain, Australia and the European Union. [ Result/ conclusion] This paper gets the conclusion that we should focus on the data set,analytical tool, department function and related law to speed up the construction of the Data.Gov in our country.
