城市社会承载力评价及提升策略研究——以张家口市为例

摘　　要：在北京携手张家口赢得2022年冬奥会举办权、张家口可再生能源示范区规划获得国务院批准实施和京津冀协同发展战略落地实施三大历史机遇齐聚张家口之际,立足张家口市独特的地域单元和社会系统,研究其社会承载力问题。通过构建张家口市社会承载力评价体系,测算了社会承载力水平,并针对测评结果,提出提升人口综合素质、加快科技投入和增加教育投资、坚持共享发展实现扶贫开发和完善社保体系同步推进、提高和完善基础设施建设以及提升政府公共管理和社会服务能力等策略。Taking the unique geographic unit and social system of Zhangjiakou as the subject, the paper studies its social carrying capacity. By means of establishing the evaluation system of the social carrying ca- pacity of Zhangjikou and estimating the level of its social carrying capacity, based on the result, the paper suggests some promotion countermeasures, such as improving the over-all quality of the public, increasing investment in technology and education, carrying out development for poverty relief, perfecting the social welfare system, promoting the infrastructure construction, and improving the ability of the public manage- ment and the social service of the government.
