摘  要:针对仅仅依靠路段拓展来缓解交通拥堵的局限性和网络设计中引起服务水平的波动性问题,建立了一个在限速条件下满足服务水平可靠性的连续均衡网络设计双层规划模型。上层规划目标为最小化网络的总出行阻抗和投资预算之和,同时考虑服务水平可靠性约束;下层规划为考虑速度限制的用户均衡。针对建立的双层规划模型,设计了基于蒙特卡洛的遗传算法进行求解。数例计算表明,在满足一定的服务水平可靠性需求下,结合合理的限速策略,能够从系统和局部的角度保证交通系统性能和出行质量,提高网络交通运行效率。In view of the limitation of road expansion to alleviate traffic congestion, and the fluctuation of the service level caused by the network design, this paper establishes a bi-level programming model of continuous equilibrium network design considering level of service reliability under speed limit. The upper layer planning aims to minimize the sum of the total travel impedance and the investment budget of the network under the level of service reliability constraints, and the lower layer is the user equilibrium under speed limit. According to the established bi-level programming model, a genetic algorithm based on Monte Carlo is designed to solve the problem. Numerical examples show that under certain level of service reliability requirements, combined with reasonable speed limit strategy, the traffic system performance and travel quality can be guaranteed from the system and local perspective, and the efficiency of network traffic operation can be improved.
