易地扶贫搬迁的实践及其后果——一项社会文化转型视角的分析

摘　　要：易地扶贫搬迁作为一项政府性的组织行为和任务,在操作上过于注重经济效果的考量,较少从社会文化的视角加以审视,忽视其综合性的特征,应注重整个搬迁过程中社会文化转型的推动力。社会文化的转型使得组织和个体的观念与行动发生改变,也导致了权力的支配方式从显性转变为隐形,且支配的广度和深度不断持续加强。所以,当前的易地扶贫搬迁在拆迁与生活安置等实践过程都需要加入特定时空条件下的社会文化治理要素,并慎重考虑贫困群众的意愿与适应能力,做好及时的成效评估,若非如此,则可能产生不愿看见的相应后果。As a government organization behavior and task, relocation of poverty alleviation relocates too much attention to the economic effect, less from the perspective of social culture, ignores its comprehensive characteristics, should pay attention to the whole process of relocation social culture transformation of the driving force. The transformation of social culture makes the concept and action of organization and individual change. It also leads to the change of domination of power from dominant dominance to indirect invisible domination, and the breadth and depth of domination continue to strengthen. Therefore, the current relocation of poverty alleviation in the demolition and resettlement and other practical processes need to join the specific time and space conditions under the elements of social and cultural governance, and carefully consider the will of the poor and adaptive capacity to do a timely assessment of the effectiveness. If not so, it may produce unwilling to see the corresponding consequences.
