洞庭湖区现代农业发展的金融服务体系支撑研究

摘　　要：作为农村经济的核心,农村金融能够为现代农业发展提供强力的支持,而现代农业的发展又对农村金融提出了更高的要求。在发展现代农业过程中,洞庭湖区的金融服务需求主要体现在产业结构调整、基础设施建设和土地流转等对贷款资金的需求、湖区易受自然灾害影响的弱质性农业对农业保险产生的需求、湖区农民收入水平逐步提高对多元化金融服务提出的需求。洞庭湖区农村金融存在金融机构农业贷款供给不足、无法满足农户资金需求,农业保险覆盖范围窄,农村金融机构种类单一、支农服务能力低下等问题。建议从构建多元化农村金融体系、发展农业保险、推动金融产品和服务方式创新和加强金融基础设施建设等角度,完善洞庭湖区农村金融服务体系。As the core of rural economy, rural finance provides a strong support for the development of modern agriculture, and the development of modern agriculture, in turn, puts forward higher requirements for rural finance. In the process of developing modern agriculture, the need for financial service in the Dongting Lake area mainly lies in the need for loan fund due to industrial restructuring, infrastructure construction and land transfer, the need for agricultural insurance because of the feebleness of agriculture caused by natural disasters, and the need for diversified financial services as a result of the increase of farmers; income. Rural finance in the area, however, are faced with the problems of undersupply of agricultural loan, limited range of the cover of agricultural insurance, homogeneity of rural financial institutions and inability of their support for agriculture. Therefore, this paper suggested it be necessary to establish a diversified rural financial system, develop agricultural insurance, facilitate the innovation of financial products and service patterns, strengthen the construction of financial infrastructure and so on so as to perfect rural financial service system in the Dongting Lake area.
