区域公共治理资源共建共享的优化配置

摘　　要：区域公共治理资源的优化配置对于区域经济社会的全面、协调、可持续发展十分重要。当下,区域公共治理资源优化配置存在的困境主要在于:政府自利性偏离了公共效用最大化,碎片化撕裂了公共利益的整体性,行政区划难以包容区域治理的张力,利益分化突破了既有治理格局。加强区域合作中的共建共享、优化区域公共治理资源配置,要求构建区域公共治理共建共享的政府平台;协调区域公共治理共建共享的政策体系;优化区域公共治理共建共享的资源配置。The optimal allocation of regional public resources is of great importance to the integrated, coordinated and sustainable development of the regional economy and society. There are some problems related to the optimal allocation of regina] public governance resources, namely, the divergence of self-interest of governments from the maxim of public utili- ty, compromising of the integrity of public interest by fragmentation, the exclusiveness of stretching force by administrative division, and the break-through of the existing governance. The strengthening of co-construction and sharing in regional cooperation and the optimal allocation of public governance resources call for the construction of a governmental platform for the co-constnlction and sharing of regional public governance, coordinate the policies on the co-construction and sharing, and optimize the allocation of public resources.
