摘　　要：虽说中国高铁技术实现了从追随者向引领者的转变还为时尚早,但2万公里高铁网络的安全运行足以显示出其技术创新成果的显著。建立高铁三螺旋理论解释框架,可以阐释作为中国高铁技术创新主体的政府、企业、大学和各类科研机构是怎样发挥作用,并协同分工、紧密合作的,进而分析各创新主体在我国高铁技术创新复杂系统中的作用机理,运用复合系统协调度模型评价高铁技术创新能力。研究发现:我国高铁创新的双边混成组织类别齐全,且形成了既可部分替代又相互依存的组织市场,三边混成组织处于核心地位且具有唯一性;高铁创新的双边和三边混成组织时空重叠存在,与理论分析中三边混成组织通常出现于并替代双边混成组织的结论不同,各类混成组织并存所形成的组织市场,以相对较低的资源配置成本和体制交易成本实现了高铁市场良好的供求匹配;2008-2013年高铁技术创新能力量化评价结果,初步支持了高铁创新能力提升趋向与创新混成组织由政府主导转向企业主导有关的理论分析结论。There are fruitful achievements in the field of HSR technological innovation in China HSR although it is still early to conclude that China has occupied a leading position. The establishment of a Triple Helix theory is meaningful in a number of ways. First, it explains the coordination, cooperation, and division of labor between the government, enterprises, and various research institutes as the innovation subjects of China HSR. Second, it helps analyze the function of all the innovation subjects in China＇s HSR tech-innovation complex system. Third, it facilitates the evaluation of HSR tech-innoration capability with the coordination degree model of complex system. It is found that, （1） in the organization market, a full range of bilateral organizations are both mutually partly replaceable and interdependent, and the trilateral organization is the core and occupies a unique position; 12 ） the characteristics of the bilateral and trilateral hybrid organizations have a temporal-spatial overlap, which is different from the conclusion of the theoretical analyses in which the trilateral organizations often replace the bilateral ones. The organization market formed in the coexistence of various hybrid organizations induces a benign match of supply and demand with low resources costs and system transaction costs; （3） the results of 2008-2013 China HSR tech-innovation capability evaluation accord with the conclusion of the theoretical analyses that the promotion is related to the change of hybrid organization from government-oriented to enterprise-oriented.
