对海军体系作战力量战斗力建设的思考

摘　　要：体系作战力量战斗力是军事战略、作战思想、科学技术的集中体现,反映了一个国家、一支军队对体系作战力量的深刻认识和理解,是我军面临的重大现实问题。针对该问题,围绕如何建设体系作战力量战斗力,使其尽快形成基于信息系统体系作战能力这一目标,按照思想、理论、方法、手段的整体思路,在分析战斗力概念、形态以及构成的基础上,提出创新作战理论、形成装备体系、优化作战运用的总体建设目标和构建体系、运用体系的基本思路。从战略到思想、思想到装备、装备到编制、编制到实施打通体系作战力量战斗力建设全过程,形成互为支撑、互为检验的体系作战力量战斗力建设闭环,可为体系作战力量战斗力建设提供参考和借鉴。System Operation Force（SOF） combat capability is the concentrated embodiment of mili- tary strategy, combat thought and science and technology, reflecting the profound cognition and un- derstanding of SOF for a country and a troop. It is an important realistic problem in the face of our army. Focusing on how to build SOF combat capability and quickly developing information-systems- based combat capability, this paper thoroughly analyzes the concept, modality and conformation of S（）F according to the whole thought of ＂thoughts, theory, method, means＂. And then it puts forward the whole construction objective of ＂innovating combat theory, constructing equipment system and optimizing combat utilization＂ and the basic idea of ＂ building system, using system＂. Finally, it presents the whole SOF combat capability construction process from ＂strategy to thoughts, thoughts to equipment, equipment to organization, organization to implementation＂, and establishes the specif- ic approaches of ＂supporting each other and verifying each other＂ to the closed loop of SOF combat capability construction.
