基于区域性风险防范角度的担保圈问题研究

摘　　要：担保圈是许多企业因互保、联保、循环保等担保关系而联系在一起形成的特殊利益体,能够增强企业的授信额度,降低融资难度,但是在经济下行时易引发区域性风险。本文在文献综述的基础上,对担保圈进行了重新定义,通过典型调查法对担保圈形成根源进行分析;基于区域性风险视角,对担保圈风险进行重新定义,得出并不是所有的担保圈贷款风险事件都应列入担保圈风险,对区域性金融稳定产生影响的担保圈贷款风险事件为担保圈风险,并对影响担保圈风险界定的因素进行了分析,得出经济发展水平、地方政府的重视程度、地方财政收入的大小、产业结构等因素都会影响界定担保圈风险;最后基于区域性风险防范视角,提出了防范担保圈风险的建议。The guarantee circle is a special interests group formed by many enterprises which are connected due to mutual guaran- tee, associated guarantee and circular guarantee, which can rise the credit limit of enterprises and reduce the financing difficulty, but is easy to trigger regional risks during the economic downturn. On the basis of the literature review, the paper redefmes the guarantee cir- cle and analyzes the cause of the form of the guarantee circle through the typical investigation method. Then, based on the perspective of regional risks, the paper redefines the guarantee circle risk, and concludes that not all the guarantee circle loan risk events should be included in the guarantee circle risk unless they will affect the regional financial stability. And then the paper analyzes the influencing factor of the definition of the guarantee circle risk, and considers that such factors as the economic development level, the local govern- ments＇ emphasis, the size of the local fiscal revenue and the industrial structure will affect the definition of the guarantee circle risk. Finally, based on the perspective of the regional risk prevention, the paper advances some suggestions on preventing the guarantee circle risks.
