摘　　要：基层裁判员队伍是最为贴近群众体育运动的人群,是全民健身、大众体育水平和成果的参与者、见证者和引领者。提高基层裁判员队伍的整体水平、加强基层裁判员队伍建设是提升扩展是为提高全民健身运动的广度和深度的有力保障。运用文献资料法、逻辑分析法、联机索引法、问卷调查法、数理统计法对我国基层裁判员队伍的应具备的综合能力和现状以及队伍未来的建设和发展方向进行了调查、分析,提出应从职业道德、业务能力、裁判员的身心素质等方面来作为裁判员队伍建设的培养要素,为我国体育发展事业添砖加瓦是适应现代体育运动技术水平发展的需要。The basic referees are closest to mass sports, are the participants, witnesses and leaders of national fitness and mass sports level and achievements. The improvement of basic referees＇ whole quality and their better team development will be the strong guarantee for enhancing the breadth and depth of national fitness activities. With the methods of literature information, logical analysis, on-line index, questionnaire and mathematical statistics, the paper has an investigation of Chinese basic referees＇ necessary comprehensive ability, current situation and future development trend. It suggests the team development elements should relate to the professional ethics and ability, the physical and psychological quality. To contribute to Chinese sports development is essential to adapt to the development of modern sports technology.
