摘 要:震后地震应急预案与应急指挥技术系统是地震应急的关键,但在多次地震应急中表现出针对性不强等问题。旨在GIS的辅助下,动态生成地震应急处置方案,以改进此方面的不足。阐述了动态应急处置方案系统的工作原理,介绍了系统功能。论述了系统关键技术:模拟地震影响场技术的开发、公里格网地震应急基础数据处理方法与对应的地震应急灾情评估方法、动态处置方案的GIS辅助实现等。本系统在2014年8月3日云南鲁甸地震应急决策中已得到了初步的应用。Earthquake is one of most serious natural disasters in China. After the earthquake, earthquake emergency preplan plays a key role in the emergency work, and emergency command technology system provides foundation for seismic disaster rescue. Although the emergency preplans get great achievements in many earthquake disaster reliefs, they also show some drawbacks in the practical applications. In order to improve the emergency preplans, dynamic earthquake emergency disposal scheme system was discussed based on GIS in this paper. Working principle and functions of dynamic earthquake emergency disposal scheme system were introduced. The key technologies of the system were described, which include the development of technology to simulate seismic influence field, the method to deal with earthquake emergency data based on kilometer grid, the method to evaluate earthquake emergency disaster, and the implementation of dynamic disposal scheme based on GIS. This system has obtained the preliminary application in Ludian' s earthquake emergency decision in August 3, 2014 in Yunnan Province.
