领衔科技专家的决策权对科技突破的决定作用研究

摘　　要：随着科技的发展与进步,取得科技突破的难度不断加大,个人单打独斗已经很难实现重大的科技突破,科研团队的建设在科技突破中的作用越来越大,而领衔科技专家作为科研团队的核心,其决策权对科技的突破起到决定性的作用。基于国内外取得重大科技突破科研团队的研究,分析了领衔科技专家决策权对科技突破的决定作用,并对如何发挥领衔科技专家决策权提出了具体的对策建议。scientific research is to expand the boundaries of human knowledge of high--end intellectual activities, with laws and rules of their own, only to follow a set of rules. The characteristics of scientific research are summed up as ＂the moment of inspiration, the randomness of the way, the path uncertainty＂. This means that the organiza- tion and management of scientific research activities must follow the characteristics of scientific research and scientif- ic and technological innovation activities. Research on our current law of scientific research, using the research methods of comprehensive analysis, the management mode of scientific research and analysis, combined with the law of scientific research to find the key process for scientific research management, establishing reasonable evalua- tion mechanism, incentive mechanism and scientific management mechanism, and puts forward some ways to follow scientific rules and inspire researchers of inspiration, and thus stimulate the workers in science and technology the moment of inspiration in scientific research and innovation, to a certain theoretical guidance for China＇s scientific re- search practice.
