新医改背景下湖北省县医院发展现状的SWOT分析

摘　　要：县医院作为县域内诊疗服务体系的"龙头"和承接城乡医疗卫生服务体系的"关口",在基层首诊制度的落实中作用巨大。如何借助当前县级公立医院改革东风,提升综合服务能力以实现"大病不出县"也是推进分级诊疗的必由之路。秉着问题导向型态度,根据对湖北省各级各类卫生计生机构的卫生基本建设投入产出调查,该文首先介绍该省县医院用房、手术室、床位、门诊量、出院患者数、医疗技术人员和设备等方面的综合现状,并运用SWOT分析法从优势、劣势、机会和威胁方面分析了县医院当前所面临的内外部环境,最后提出了针对湖北省县医院现状如何提升服务能力的相应对策和建议。The county-level hospital, as the champion in the county-level diagnosis and treatment service system and juncture of undertaking the medical and health service system, plays an enormous role in the implementation of primary first consultation system, how to improve the general service ability to realize the ＂not going out to country due to severe disease＂ with the help of current country-level public hospital reform is also the inevitable route to promote the grading diagnosis and treatment. The paper firstly introduces the general status of room, operating room, bed, outpatient, number of discharged patients, medical technical staff and equipment in the county-level hospital of Hubei with the problem-oriented attitude according to the survey of input-output of health basic building in various health family planning institutions, analyzes the internal and external environments faced by the country-level hospital by using the SWOT analysis method, finally puts forwards the corresponding solutions and suggestions of how to improve the service ability according to the status of county-level hospital of Hubei.
