加州高等教育体系的特点及其对我国深化高等教育体制改革的启示

摘　　要：加州的高等教育是美国高等教育体系的代表和典范,也是美国高等教育制度的缩影。总结加州高等教育体系办学特点,可以为深化我国高等教育体制改革,建设"双一流"大学提供一些借鉴:一是高校之间要进行分类管理,科学定位,克服同质化倾向;二是加快推进学校内部管理结构改革,优化高校内部治理结构,促进高等教育治理体系和治理能力现代化的实现;三是搭建校际之间的合作交流平台,共享公共教育资源;四是规范教务治理,实行真正的学分制教学管理制度;五是高等教育要以经济社会发展为导向,服务于社会,回馈于社会。California higher education system is not only the representative and model of American higher education system, but also is the epitome. Sorting out the characteristics of California higher educationcan provide some reference for deepening the reform of higher education system and constructing ＂double first- class＂ University in China. The first is to undertake classification management, scientific orientation and overcome homogeneous tendency. The second is to fasten internal management structure reform, optimize internal governance structure, promote higher education governance system and the realization of governance ability modernization. The third is to build platform of cooperation and communication for sharing of public education resources. The forth is to implement the real credits system. Finally, higher education should serve the society and the local economy.
