摘　　要：抗震防灾是城市民生工程,本文在对宿迁地区抗震防灾背景分析的基础上,基于"两道防线"的设防理念,研究了抗震防灾规划编制的基本对策和措施,体现了地震高烈度区城市建设抗震防灾规划的创新性、实用性、可操作性和适度的前瞻性,对指导宿迁市今后抗震防灾建设具有重要意义,同时对其他高烈度城市抗震防灾规划编制提供借鉴。Earthquake disaster prevention is urban livelihood project.Based on the analysis of the background of earthquake disaster prevention in Suqian area, based on the ＂two line＂ design concept, we studied the basic countermeasures and measures of earthquake disaster prevention planning.It embodies the innovation,practicability, maneuverability and moderate prospective of urban earthquake disaster prevention planning in high seismic intensity region.It is of great significance to guide the construction of earthquake resistance and disaster prevention in Suqian, and to provide reference for other high intensity urban earthquake prevention planning.
