摘　　要：政府购买服务模式是当下体育公共服务供给改革的重要方式,但摆在政府面前亟待解决的是如何选择合适供应商的问题。综合采用文献法、专家访谈法、问卷调查法、数理统计与案例分析方法,在分析体育公共服各供给主体相对比较优势的基础上,构建政府购买体育公共服务供应商评价指标体系,并基于IFS理论建立供应商评价模型,以期帮助政府客观公正地选择最佳体育公共服务供应商,在创造良好体育公共服务供给环境的同时,帮助政府部门规避决策风险。Government purchase is an important reform on public sports service supply. However,howto select the most suitable supplier is a critical problem to be solved. In the present study,literature analysis,interview,survey,statistical analysis and case study methods were employed. Based on the analysis of the relative comparative advantages of public sports service suppliers,the evaluation index of public sports service providers are constructed. The model of supplier selection is then established on the basis of the IFS Theory. Hopefully,the model can help the government select public sports service suppliers in a more objective way,thus creating a good sports public service supplying environment,and at the same time,helping government departments to avoid the risks in decision-making.
