论社会治理视角下社区警务的发展路径

摘　　要：在当前全面深化公安改革、社会治理创新的宏观格局下,谋划我国社区警务的发展进路是现实形势发展的要求。现代社区警务与社会治理理念高度契合。当前我国社区警务建设存在社会治理理念有待加强,社区警务观念有待更新;社区警务机制僵化,基层警员工作积极性不高;信息化建设不平衡,依托信息技术治理存在短板等问题。为此,需要从社会治理的视角加强顶层设计,需要以信息化手段提升社区警务的治理技术;需要强化公安机关与社会的密切合作,协同治理,从而提高社区警务工作的整体效能。Under the macro-pattern of deepening the reform of public security and innovation of social governance, it is the requirement of the development of the current situation to plan the development of community policing. There is a high degree of consistency between modern community policing and the concept of social governance. At present, the construction of community policing in our country is facing many problems, such as, the concept of social governance is not strong and the concept of community policing is obsolete; the mechanism of community policing is rigid; the enthusiasm of police officers is not high; Information construction is not balanced, lack of relying on information technology and so on.Therefore, it is necessary to strengthen the top-level design from the perspective of social governance, and to improve the management skills of community policing by information technique. It is necessary to strengthen the cooperation between the public security organs and the society in order to improve the overall effectiveness of community policing.
