摘　　要：警察社会保障制度改革是公安改革的一项重要内容。警察社会保障制度作为一种特殊职业群体的社会保障制度有利于保障警察的基本生活,抵御警察职业风险,是警察职业地位和职业价值的体现。本文对警察社会保障的特殊性进行了理论分析,比较分析了典型国家警察社会保障制度,总结国外警察社会保障的模式、特点以及改革发展的趋势,并提出我国警察社会保障制度改革的建议:建立相对独立的警察社会保障制度、警察社会保障制度改革与社会保障大框架相适应、加强警察社会保障法制建设等。The reform of social security system for the police is an important part of public security reform. As a kind of social security systems for special occupational groups, the social security system for the police is conductive to guarantee the police’s basic life and resist the professional risk of the police, which reflects the professional status and value. In this article, the author takes a theoretical analysis for its particularity, makes a comparative analysis for it in several typical countries, sums up the mode and feature of foreign systems and the trend of reform development. The author also presents suggestions for the reform of it, including establishing a relatively independent system, letting the reform of it be suited to the broad framework of social security, strengthening the legal system construction of police social security.
