突发性环境污染事件中企业环境信息公开制度探讨

摘　　要：突发性环境污染事件中企业环境信息公开不仅有利于维护社会秩序的稳定,也是实现企业社会责任的基本要求,同时能增强政府对企业环境行为有效管理的能力。目前我国突发性环境污染事件中企业环境信息公开存在不主动、不及时、不完整和不准确等问题。围绕目前我国企业环境信息公开的相关法律法规,分析突发性环境污染事件中企业环境信息公开法律制度在主体、内容、监管、法律责任以及救济措施等方面的问题,进而提出有针对性的完善建议。Enterprise environmental information disclosure in the event of sudden environmental pollution is not only conducive to the maintenance of the stability of social order, but also to achieving the basic requirements of enterprise social responsibility, while strengthenhag the goverument＇s ability to effectively manage enterprise environmental behavior. Under the existing legal framework, the environmental information disclosure of enterprises in the event of sudden environmental pollution is not active, not timely, incomplete and inaccurate. According to the relevant laws about the information disclosure system of the enterprise environment, this paper analyzes enterprise environmental information disclosure legal system in the event of sudden environmental pollution in terms of its subject, its content, its supervision, its legal liability and relief measures and puts forward the pertinent improvement suggestion.
