摘　　要：统一的空间规划体系是国土开发与生产力布局的基本依据。"多龙治水"的国土空间管理体制,割裂了"三生"空间的完整性,影响了国土空间效能的提高。本文在坚持底线思维的基础上,提出需要统筹"三线"划定,并从加强基础调查研究、编制实施全国国土规划纲要、推进"多规融合"、制定国土空间法等方面提出了政策建议。A unified spatial planning system is the essential basis for territorial development and distribution of productive forces. However,the ongoing territory spatial management system has been formed controlled by different departments with overlapped functions in China for a long time,which has severely undermined the integrity of production space,living space and eco-space,led to the contradictions in territory spatial orientation,and hindered the improvement of territory spatial efficiency,thus becoming a bane for the construction of ecological civilization. In accordance with the Central Government＇s overall requirements of deepening the ecological civilization management system reform,the paper is grounded on ecological civilization construction,adhering to the bottom-line thinking,persisting in scientific and democratic decision making,setting up the idea of ecological civilization of respecting for nature,conforming to nature,and protecting nature,defining construction space,protection of space and controlling space,realizing of ecological space of picturesque scenery,production space of intensive and high efficiency,and livable modest living space. There is a need for establishing a unified system of spatial planning to take the territorial planning as the basis. The role of space planning need playing a prominent part during the process of land-use regulation in spatial planning,an integration of related plans,such as the National Economic and Social Development Plan,the Land Use Plan and the Urban and Rural Construction Plan,is playing an important role. Besides,the integration of spatial planning will lead to a complete,multi-functional and consistent plan system with specific position and regulation goals. To implement the territorial plan and build an integrated planning system as soon as possible,a series of advices are brought up as the following five aspects.
