摘　　要：受政府购买社会工作服务的选择机制影响,政府购买社会工作服务的行为呈现出竞争性购买阶段、混合性购买阶段及合法性阶段。在社会工作服务的竞争购买阶段,政府秉持效率导向,采取竞争性购买行为。在混合性购买阶段,兼具效率特征与合法性特征,政府购买呈现出由效率导向转变为合法性导向的趋势。在非竞争购买阶段,政府秉持合法性导向,采取非竞争性购买行为。针对不同的购买行为阶段性特征,政府需要建立制度规范、确立组织边界以及改进购买技术等举措来完善购买行为。Due to the influence of selection mechanism of government purchase social worker services, The behavior of the government to purchase social work services presents a competitive stage of purchase, mixed purchase stage and legitimacy stage. In the competitive stage of social worker service, the government upholds efficiency and takes competitive buying behavior. In the mixed purchase stage, both the efficiency characteristics and the legitimacy characteristics, the government purchase presents a transition from efficiency to legitimacy oriented trend. In the non-competitive buying stage, the government uphold the legitimacy of the conduct, to take non-competitive purchase behavior. In view of the different characteristics of the purchase behavior, the government needs to establish institutional norms, establish organizational boundaries and improve the purchase of technology and other initiatives to improve the purchase behavior.
