摘  要:互联网与供应链技术的发展驱动现代物流加速转变,也给城市物流货运设施规划实施带来了新的挑战。现行城市建设用地分类标准将货运、物流、批发市场、仓储用地等相关用地归并为物流仓储用地,但是相关问题仍然没有得到细致梳理。本文以深圳市为例,分析了深圳在物流货运空间设施规划与建设实施方面的实践,从规划与土地、行业因素等维度剖析了规划实施的难点,结合相关国际经验,提出了通过建立适应市场机制的规划体系、打造综合性物流设施和调整政府角色定位的方式改进规划实施机制。The popularity of internet technology and supply chain management has been accelerating the transition of logistics industry. It also exerts great challenges for the planning implementation of urban logistics and freight transport facilities. Despite a new concept of logistics land has been proposed in China to integrate all the logistics-related land types (e.g. logistics parks, freight transport facilities, wholesale market and warehouse land), the problems rooted in land use and transport planning are still unsolved. Taking Shenzhen as the case, this paper attempts to review the historical implementation course and practice reality of relevant freight transport plans. Two groups of reasons from the perspective of industry and planning making are summarized which leads to the planning failure. Drawn from international experiences, this paper calls for a new implementation mechanism by establishing market-oriented planning approach, readjusting the position of government, and building function-integrated logistics complex.
