摘 要:中印国情相似,两国县域法律治理有很多可以相互借鉴的地方。印度行政区划分为邦、地区、县、乡和村,其中邦政府派出的县专员在地方治理中至关重要。1992年印度宪法第73次和第74次修正案在县域治理中引入民主自治机构。如何协调印度县域范围内的政府机关之间以及政府机关和自治机构之间的关系等是印度县域治理面临的挑战。协调好县域范围内机关之间的关系、合理配置事权财权等印度县域治理对中国有很好的启示。China and India have similar national conditions and there are many places where they can learn from each other on the rule of law at county level. In India, administrative area is divided into state, region, county, town and village and the commissioner that the state government designates is of vital importance in the local governance. In 1992, the seventy - third and seventy -fourth amendments of Indian constitution set in self - governance institutions in the county governance. It is facing challenges on how to coordinate government departments and their relationship with self - governance institutions at the county level. Enlightenment for Chinese rule of law at county level includes good relationship among authorities within the county; rational allocation of their powers and financial resources.
