摘 要:路企直通运输是改善大宗货运服务质量、增强竞争水平的重要手段。为发挥路企直通和港口铁路集疏运系统在整个物流链中的优势,在阐述路企直通模式及内涵的基础上,针对港口铁路集疏运系统及其主要特征,提出目前港口铁路集疏运模式存在顶层决策欠缺有效的信息沟通、货代企业活力不足、规章制度和作业方式有待进一步融合等问题,并从实现路企信息共享、激活货代市场活力、建立路企合署办公机制、推行路企直通模式等方面探讨港口铁路集疏运系统的优化模式。Through transportation between railway and enterprise is an important approach of improving service quality of bulk goods transportation and strengthening competitive level. In order to exert the advantages of the through transport and collecting & distributing system of port railway in the whole logistic: chain, on the basis of expounding the through transport mode and its contents, targeting with the collecting & distributing system of port railway and its main characteristics, this paper puts forward the existing problems in the current collecting & distributing mode of port railway, including less effective communication in top-layer decision-making, deficient vitality of freight agents and further combination needed in rules, regulations and operation ways. The paper discusses the optimization mode for collecting & distributing mode of port railway from the aspects, such as realizing information share between railway and enterprise, activating market vitality of freight agents, establishing the mechanism of working in a united office for railway and enterprise and promoting the through transport mode.
