摘　　要：为进一步研究高速公路经营企业识别风险、评估风险、防范风险的机制,本文首先在阐释高速公路经营企业特殊性的基础上,对新形势下高速公路经营企业存在的风险进行了详细分析,通过建立科学可行的风险评价指标体系,结合高速公路经营企业风险具有的多因素、模糊性等问题,提出运用AHP-模糊综合评价法对其风险进行系统评价,并以国内某高速公路经营企业为例进行了实证研究,最后从完善高速公路特许经营制度、建立健全现代企业制度、拓宽融资渠道、提高经营效益、建立风险管理机构等方面提出了防范和控制高速公路经营企业风险的对策。In order to further study the mechanism of identifying risk,evaluating risk and preventing risk for expressway operating enterprises,first,on the basis of explaining the particularity of expressway operating enterprises,we made a detailed analysis on the risks in expressway enterprises under the new situation.Second,by setting a scientific and feasible risk evaluation index system,we suggested to evaluate the risks by using AHP-fuzzy compressive evaluation method systematically considering the multi factors and fuzziness of the risks in expressway operating enterprises,and did the empirical research by taking a domestic expressway operating enterprise for example.Finally,we gave some countermeasures for prevention and control of these risks in terms of improving expressway franchise system,establishing modern enterprise system,broadening financing channels,improving operating efficiency,and setting up risk management institutions.
