安倍解决“北方领土”问题的“新方法”及其战略考量

摘　　要：安倍解决"北方领土"问题的"新方法",是改变以前在领土问题上要求经济合作与领土问题挂钩的"扩大均衡"模式,同意优先发展对俄经济合作,通过改善日俄关系,促进领土问题的解决。其目的除希望打破日俄领土问题僵局外,更重要的是要与俄建立密切的经济、安全合作,试图在战略上削弱和制衡中国。"新方法"表明安倍为应对中国崛起后东亚战略均势变化在对俄外交政策上进行了重大调整,也是在"积极和平主义"方针下企图主导地区安全形势的重要步骤。Guided by the Abe administration＇s new approach for solving disputes over ＂ the northern territories＂ （the Southern Kurils）, Japan gives up the previous way of the balancing the economic cooperation and the claims for territory, and agrees to accelerate the economic cooperation with Russia to improve Japan - Russia relationship, with the aim of promoting the settlement of the territorial disputes. Having intended to break the deadlock over the issue of the territorial disputes, Japan also attempts to strategically contain and weaken China by developing more close economic and security ties with Russia. The new approach indicates that the Abe administration attempts to adjust its foreign policy towards Russia in the background of the changing strategic balance in East Asia due to the China＇ s rise. It also serves as an important move for Japan in trying to assume the leading role of regional security under the guidance of Japan＇ s ＂Positive Pacifism＂ .
