摘　　要：程序是调适人与人、人与社会、人与自然、自然与社会等诸多关系中不可或缺的重要过程和目标。程序化建设是社会主义民主政治的重要保障,是规范民主制度、保障公民权利的客观要求,有利于降低决策成本、提高管理效益,程序规范方能保证民主政治过程科学。在社会主义民主政治建设进程中,要坚持科学性、公开性、合法性,加快推进程序化建设。Routine is an indispensable important process and objective adjusting the relations between people and people,people and society,people and nature,nature and society,and so on. Routinization is an important guarantee for socialist democratic politics and an objective requirement for normalizing democratic institutions and protecting civil rights,helpful for reducing the costs of decision making and improving the benefits of management. Without normalized routines,scientific processes of democratic politics could not be assured. During the process of developing socialist democratic politics,the requirements of scientific,open and legal procedure must be persisted and the development of routinization be accelerated.
