论特色城市建设与资源禀赋的关系——以西宁为例谈客观要素在城市发展中的作用

摘　　要：鉴于城市特色或特色城市的识别性及重要性,国内城市正在努力纠正过去忽略城市特色的不适当做法,追求和实现特色城市的建设目标。然而,这也在实践中出现了一定程度的矫枉过正。不少城市为特色而特色,流于形式,未深入分析和研判城市的资源禀赋条件。特色城市建设应当主要依托城市自身的资源禀赋,从主要资源禀赋出发去建设特色城市。惟有如此,特色城市的目标才能建立在牢固的基础上。西宁城市总体规划及相关目标,可作为分析的实证。Since the importance and recognition of urban characteristics or characteristics possessed by cities, many cities in our country are currently working hard to correct the past improper practices that ignored urban characteristics, that is to say they are pursuing such goals to build characteristic cities. However, the new practices are also causing a certain degree of overkill or backward. Many urban features and characteristics are just formalities. These cities with such wrongs are not analyzing and judging resource endowments of their cities in--depth. Constructing city characteristics should mainly rely on the city＇s natural, social and humanities resources. Only in this way, can the target of building characteristics city build on a solid foundation. Xining city＇s master plan and its related targets can be used for empirical analysis.
