摘 要:建立、健全并完善"全国中小企业股份转让系统(简称新三板)"市场,是我国发展多层次资本市场的重要举措。对新三板市场的监管一方面应体现对公众公司监管的共性要求,另一方面还要探索构建符合新三板挂牌公司自身特点的监管体制。本文认为,我国当前的新三板市场监管还存在着监管规则体制不完善、监管方式与市场发展要求不适应、市场主体自律性不足等问题。对此,本文试从经济增长模式的角度进行了理论分析,提出了尊重市场规律、坚持市场原则,充分调动并发挥市场主体的内生动力,强调构建以自律管理为核心的改革策略和推动监管转型的对策建议。Establishing and improving the new three-board market is an important measure for the development of multi-level capital market. On one hand, the new three-board market supervision should reflect the common requirements of public companies. On the other hand, it should also take into account the characteristics of the new three board market and build a regulatory system in line with the listed company's own characteristics. This paper argues that there are some problems such as imperfect regulatory system, unsuitable supervisory methods and insufficient maturity of market subject. So this paper suggests improving the new three board market supervision transformation from the perspective of economic growth model, and put forward policy recommendations to deepen the reform of new three board.
