我国基础设施建设的互联网+PPP模式及其政策支持研究

摘　　要：近年来,PPP模式在我国基础设施建设中的应用日益广泛,但在推广应用中也存在众多不容忽视且亟待解决的问题。本文结合我国PPP的发展进程,提出构建互联网+PPP运作模式的基本思路,并论证这一模式在实践推进中需要完善的相关配套政策支持。当前,构建我国基础设施建设中"互联网+ppp"的模式,需要创新政府和社会合作关系,转变政府职能,通过充分授权,建立"准入",建立联审、联批、联合办公的协调机制等措施,完善相关政策,促进PPP发展,促进我国基础设施供给侧的改革。In recent years, the application of PPP model in China＇ s infrastructure construction is increasingly widespread, but there are many problems that can＇ t be ignored and need to be solved. Based on the summary of Internet ＋ PPP field in existing research results combining with practice, this article puts forward the basic blueprint and design idea of the construction of Internet ＋ PPP platform operation system, and demonstrates the position and function of government in this process. It holds the point that we should strengthen government＇ s leading role during the PPP operation, establish an ＂access＂ system, build up a coordination mechanism for joint trial, joint group, joint office and other measures to give a full play to the advantages of Internet ＋ PPP mode, and do a good job for cooperative operation both online and offline, thus ensuring the Internet ＋ PPP mode＇ s good escort operation.
